Annual General Meeting Notes – May 3, 2025

The meeting was started by PCN Board President Clifford Cockrell at 10:02 a.m.

  • Review of board functions and duties.
  • Discussed the Bylaws and how they are communicated.

The board position for Crime Watch was eliminated as it was felt it was no longer needed.

Front Entrance Wall Update: Clifford Cockrell

Two years ago, discussions with the city regarding the new wall on the 15th Street side of the neighborhood were started.

In February 2025, the old wall was removed and work started on the new wall. The city plans to have the new wall completed in May 2025. The new wall at 15th Street and Victoria portion update: part of the wall has not been removed and will not be replaced by the city. The homeowner (Rhodes) on the west side of the entrance owns the property where the fence is installed and refused to have the old fence removed and replaced. The city considered placing the new wall outside the existing fence, but there isn’t room and it would interfere with the line of sight coming out of the neighborhood. There was much discussion regarding the segment of old wall. A suggestion was made to try to add a veneer to the existing old wall so it would look like the new wall being built. Cliff stated he would contact the city regarding this. He also said he will send out the appropriate email address for the City of Plano to homeowners so they can contact the city regarding this matter.

General Updates from the President: Clifford Cockrell
  • A Maintenance Agreement has been completed with the City of Plano for PCNHA to take over the gardens (at the PCN homeowners’ requests): this included taking over all water meters that provide water for all 8 garden/common areas. This increased the monthly water bill from approximately $300/month (summers) to approximately $600/month. The minimum monthly water bill will be $350/month in the winter months (just meters) when no water is used.
  • Gardens: Karen Smith remains the contact person for landscape maintenance. Karen posted pictures of proposed native plants/xeriscape plants on Facebook for residents to see. All maintenance work on common areas must be performed by bonded and City-certified contractors.
  • Newsletter: The newsletters were distributed to each home in the neighborhood by hand this year which saved over $400 (from last year’s costs).
General Discussion:
  • Kathleen Martin mentioned that the cost of everything, including, water, maintenance, signage, etc. is going up.
  • Carly Kowtun requested the PCNHA support the rezoning of our neighborhood from Zigler Elementary, which has a D rating, to Plano Independent School District/Shepherd Elementary which has a higher rating of B. She also mentioned that better schools for our neighborhood will increase its desirability and add to the property values. She suggested members contact the city to support this change. Carly was asked to draft a letter with the information/research she has and provide it to the PCNHA Board to sign in support of the proposal.
  • The renovations at the former Collin Creek Mall were discussed. The list of planned stores and restaurants has not been announced. There have been delays in the construction of the parking garage secondary to underground water in the area.
  • Contact Thomas Martin for a copy of this year’s budget if desired.
  • Vicki Blakley brought up the proposed bond election for a fire station and a police station for the corner of Alma and Park on the land that has been donated and will be transferred to the city. She asked members if they thought the placement of these proposed facilities might adversely affect property values. Discussion was held, both pros and cons.
  • Dave Nichols mentioned asking the City of Plano for public bathroom facilities for Hackberry Park.
  • Discussion was held regarding entering the neighborhood at Rio Grande from Park. If the city reduced the number of turn lanes on Rio Grande there would be more room and it would be easier to turn onto Rio Grande.
  • There was a question regarding a wire that has been running down the alley on Huron. No one knew which internet provider was responsible for the wire. The suggestion was made to contact: Fix It Plano: phone 469-773-4948 or Plano.gov
