1. Presiding: Jandy Thompson, President:
- Jandy welcomed attendees and reminded everyone to sign in, wear a name tag, and complete a raffle ticket.
- Current board members introduced: Clifford Cockrell, Amy Donelson, Nick Biggs, Kathleen Martin, Janet Dansby, Amy Zang
- Former board members in attendance were recognized.
2. President’s Update:
- $25,000 donation from Bob Lewis designated as a reserve for unexpected expenses.
- Rising costs – especially garden irrigation – are straining the HOA budget.
3. Garden & Irrigation Issues Background:
- Historically, the City of Plano paid for water; HOA maintained gardens and irrigation.
- About a year ago, the City sent a formal agreement shifting more responsibility to the HOA.
- City initially required HOA to pay all irrigation and liability insurance for gardens on City property, threatening to concrete over the gardens if the HOA declined.
- After negotiations:
- HOA pays water and irrigation costs.
- City maintains liability insurance.
- Residents may maintain gardens after completing City safety training.
- Current Concerns
- Vicki emphasized coordinating irrigation schedules with garden maintenance.
- Jandy outlined a three step plan to address the financial burden:
A. Submit a written proposal to Plano Parks & Recreation requesting a return to the original agreement (City pays water; HOA maintains gardens/irrigation).
B. If no or unfavorable response: send HOA representatives to negotiate in person.
C. If the HOA must continue paying all water bills: this will consume nearly all HOA financial resources.
4. Board Positions:

Motion to approve the board passed (motion by Kathleen Martin, seconded by Vicki Blakley).
5. Activities & Budget Priorities
If the City resumes paying irrigation costs—or if gardens revert to City control—HOA funds will support:
- Yard of the Month
- Signs and holiday decorations
- Neighborhood activities
If the HOA must continue paying irrigation, garden maintenance remains a major budget item.
6. Membership Report:
- 156 residents have paid dues (down from 178 last year).
- Dues can be paid:
- In person to Cliff or Janet
- Via Square
- By mail
- New members receive a yard sign; returning members receive an annual sticker.
7. General Discussion:
- The new PISD Career Center (Columbia & Park) will include:
- Credit union
- Welding shops
- Restaurant
- Meeting/event space available to the neighborhood
- Appreciation expressed for neighbors who pick up trash; interest in joining next year’s Great American Cleanup.
- There were concerns raised about declining local school quality; residents encouraged to advocate for redistricting.
- The renovations at the former Collin Creek Mall were discussed. The list of planned stores and restaurants has not been announced. There have been delays in the construction of the parking garage secondary to underground water in the area.
